My husband thinks the steel on the 1UP shank will be too hard to file down by hand. The 1UP shank fits fine in our tow vehicle’s 2” receiver.

The "safe harbor" would be to file down the steel 1UP shank, to avoid reducing the strength of the (much softer) aluminum 2" receiver.  As it seems you do not already own a grinder with a metal grinding wheel, I recommend you buy an inexpensive 4-1/2" grinder from Harbor Freight ($15), along with a steel grinding wheel ($2).  That $17 investment will make quick work of grinding down the leading edge of the steel 1UP shank.  Wear eye protection!

Thank you, @Rivernerd! That’s the direction my husband would like to go. We appreciate the links.😊

The flip side to this approach is 1) assuming the aluminum reciever is sturdy enough as it looks like it was designed for additional interior pieces. 2) grinding the bike rack hitch to fit will make it useful only for your current Oliver and will be way too loose in a standard hitch receiver.

If you were to grind down the hitch to fit and it later broke the aluminum receiver, a replacement receiver would be too big requiring you to get a new hitch from 1up. There are positives and negatives to both routes.
